You have to keep in mind that when you cancel your subscription, your app will be removed from the No Cap App Platform as well as from the web and from the app stores. You must have an active subscription to keep your app on the web and in the app stores.
Unfortunately, yes. Apple wants every Mobile app to be published by its owner. So, if you are building an app for your Business, you need to pay for a developer account for Apple and publish your own app with your own developer account. The yearly fee to have your own developer account for Apple is $99 a year. Android Developer account is $25 one-time fee. There are no recurring costs!
